Try the chassis manufacturer.

Assuming it is a Freightliner chassis back then, call Freightliner with your VIN in hand and ask. May not be successful with a 99, but its worth a try. 1-800-FTL-HELP (1-800-385-4357)

I own a 90 Allegro. I called Freightliner and they sent me a complete chassis Manual about a foot high for my chassis. Every nut and bolt. Parts numbers cross over to new ones. No charge.
