What does that tell you? How can a senator with a salary of under $200,000/year declare income of $500K-$1M + every year?

I really don't have a problem with a very rich person being a Senator or Congressman as long as he was rich before getting that job and none of their investments are making money off of the Taxpayer.
Back to the original topic though. What is considered a windfall? To me that would be an old aunt who you didn't know died left you her fortune or such but you're gonna pay tax on that.
What is a windfall?
Surely not something that you invested billions in exploration, lease acquisitions, drilling, completing the wells and all the production facilities at an expected return of X dollars per X dollar invested but then world economics dictate that prices for your product go up dramaticly and you make quite a bit more for your product whether it's oil or widgets.
Is that a windfall?

100% agree. Certainly looks like Mobile Oil is just making a REASONABLE 10% return for its investors (ME).
